# KOSGEB Capacity Development Support Program Consulting

Eligible for the KOSGEB Capacity Development Support Program? Preparation for the next period, eligibility check and application file. Since 2007.

Are you a growing small or medium-sized business in manufacturing or IT? For loans of 1 to 20 million TL from a partner bank, KOSGEB provides 20 points of interest/profit share support. Let's confirm your eligibility together before the next application period opens.

**The application period is currently closed.** The 3rd period of 2026 (22 August – 15 September 2026) has ended. The next period has not been announced yet; KOSGEB announces the dates. Periods last a few weeks. Businesses that complete preparations now, such as the YODA report, the Industrial Registry Certificate and the growth calculation, will have their file ready when the period opens.

## The program in numbers

- **20 million TL**: General loan ceiling. Lower limit is 1 million TL.
- **20 points**: KOSGEB support on the loan's interest/profit share (the points in effect on the disbursement date apply)
- **36 months**: Maximum loan term; installments every 3 months
- **24 months**: Project duration; may be extended up to 30 months by board decision
- **30 million TL**: Ceiling for supplier development projects in defense, aerospace and space (25 / 27.5 / 30 million TL depending on the EYDEP level)

This program is not a grant. The business takes out a loan from a partner bank (Ziraat Bankası, Halkbank, VakıfBank, Ziraat Katılım) and repays the principal. KOSGEB provides non-repayable support on the loan's interest or profit share. Some interest may remain after the 20-point support. For collateral, a guarantee from the Credit Guarantee Fund or Katılım Finans Kefalet can be used.

Since its launch in 2025, the program has enabled 3,938 SMEs to access 64 billion TL in financing (KOSGEB announcement, 22.08.2026).

## Are you eligible? Start with these six points.

- **Company type:** You are a limited or joint-stock company. (Sole proprietorships cannot apply.)
- **Size:** You are a small or medium-sized business. (Micro businesses cannot apply.)
- **Sector (NACE):** You operate in manufacturing (Section C), 61 Telecommunications, 62 Computer programming and consultancy, 63 IT infrastructure and data processing, or 72 Scientific R&D.
- **KOSGEB registration:** You have an active record in the KOSGEB Database and an up-to-date Business Declaration.
- **Rapid growth:** You had at least 10 employees (3,600 premium days) in the base year, and over 3 years your employment or net sales grew by an average of at least 10% per year. _This requirement does not apply to Techno-Venture Badge holders or to businesses developing suppliers under KOSGEB's protocols with stakeholders (SSB, Türkiye Space Agency, TSKGV, TÜRKSAT, THY Technic, SAHA İstanbul, Ankara Space and Aviation Specialized OIZ)._
- **Extra documents for manufacturers:** A valid Industrial Registry Certificate and a YODA (Lean Maturity Assessment Analysis) report dated before the application deadline. Depending on the need identified in YODA, you must start the Model Factory service within the project period.

**Additional note:** The project size cannot be below 1 million TL. Each business can benefit from the program once.

**If you are not eligible:** Telling you "this program is not for you" is part of our job. We will look together at whether another support in our 9 service areas suits you.

## Which expenses are supported?

Support is provided on the interest/profit share of the following loan-financed expenses:

Taxes, duties and similar expenses are excluded.

## How does the program work?

1. The period is announced; applications are made through the SME Information System (login with e-Devlet).
2. The application goes through a preliminary check.
3. Your chosen bank carries out a financial (creditworthiness) analysis.
4. KOSGEB staff conduct an on-site review at the business.
5. The board scores the project out of 100 points; scores below 50 are rejected, the rest are ranked. The board meets online and the business may give a presentation. The board's decision cannot be appealed.
6. After the board decision, the first loan disbursement must take place within 3 months.

Because this is a program where a board scores and ranks projects, no consultant can promise approval, and we do not. What we can promise is a complete and strong file.

## What do we do?

1. **We listen**: We discuss your investment plan, growth target and financing need. What we ask from you: A short meeting; employee and turnover figures for the last 3-4 years.
2. **We screen**: We check company type, size, NACE code, KOSGEB registration and the rapid growth calculation. If you are not eligible, we say so openly. What we ask from you: Business Declaration, social security premium-day summaries, income statements.
3. **We write**: We prepare the project and business plan, expense items and budget; we close YODA and Industrial Registry gaps before the period. What we ask from you: Quotes, machinery/software lists, staffing plan.
4. **We carry out**: When the period opens, we carry out the application, the bank process, preparation for the on-site review and board presentation, and monitoring and reporting throughout the project together. What we ask from you: Regular document flow throughout the project.

## Frequently asked questions

### Is the Capacity Development Program a grant?

No. The business takes out a loan from a partner bank and repays the principal. KOSGEB provides non-repayable support of up to 20 points on this loan's interest or profit share. "20 million TL" is not a grant amount; it is the loan ceiling.

### Are applications open now?

No. The latest period (2026/3) closed on 15 September 2026 and a new period has not been announced yet. KOSGEB may also open additional calls by region, province or sector. In the meantime, you can complete preparations such as YODA, the Industrial Registry and the rapid growth calculation.

### Do you provide the loan?

No. Arslanlı Consulting is an independent consultancy; it is neither a public institution nor a bank. The loan is provided by the partner banks; the support decision belongs to the KOSGEB board.

### I am a micro business or a sole proprietorship. Can I apply?

You cannot apply to this program; it is open only to small and medium-sized limited and joint-stock companies. We can look together at whether another support suits you.

### How is the "rapid growth" requirement calculated?

At least 10 employees (3,600 premium days) in the base year and an average annual growth of at least 10% in employment or net sales over the following 3 years are required. In the 2026/2 period, 2022 was used as the base year. This requirement does not apply to Techno-Venture Badge holders or to businesses developing suppliers under a stakeholder protocol. The base year for the new period will be announced with the guide.

### What is the YODA report and why is it needed?

YODA (Lean Maturity Assessment Analysis) is a report that manufacturing businesses must obtain before applying. Depending on the need identified in the report, the Model Factory service must be started within the project period. We recommend completing it before the period opens.

### Which banks are involved?

The partner institutions are Ziraat Bankası, Halkbank, VakıfBank and Ziraat Katılım. For one project, a loan can be taken from only one institution.

### Do you promise approval?

No. Projects are scored and ranked by the board; the decision cannot be appealed. Our job is to prepare your file completely and strongly.

### Can I also benefit from other KOSGEB programs?

Combined use across programs is subject to rules and varies from program to program. We work out together in the preliminary assessment which supports can be planned together.
