Is your incentive-certified manufacturing investment eligible for YTAK? ÖFB, Annex-6 scoring analysis and the bank file in one place. Since 2007.

If your manufacturing investment exceeds 100 million TL and you hold an investment incentive certificate, you can apply for a YTAK (Investment Commitment Advance Loan) of up to 50% of your investment (at most 1 billion TL). ## Are you eligible? A 60-second check

If you can answer "yes" to most of the items below, the ÖFB route is worth considering for you. If you cannot say "yes" to all of them, the path is not closed: we will look together at whether the missing item can be completed.

### Basic requirements

- We have an investment incentive certificate for manufacturing (or an application is in progress).
- The planned investment amount (including R&D) is 100 million TL or more.
- We can cover at least 20% of the investment with equity.
- We have no overdue debt, no unlifted protest, no enforcement record affecting our operations and no cheque ban.
- We have no social security or tax debt, or we can settle it before using the loan.
- Most of the spending is on items other than land and buildings, such as machinery, equipment and facilities.

### Factors that raise your score

If you hold a project-based, Türkiye Century Development Move or strategic investment certificate, no scoring is required. For other investments, at least 50 points are needed in the Annex-6 scoring.

- Our incentive certificate falls under "priority investment".
- Our sector is in the medium-high or high technology group.
- Capacity utilization in our sector is 75% or higher.
- The investment is an expansion (capacity increase) or modernization.
- More than 20% of the investment is completed and can be documented with a sworn-in certified public accountant (YMM) report.
- Over the last 3 years, our exports have averaged more than 10% of turnover.
- Our facility is in an organized industrial zone (OSB) or an industrial region.
- We have an R&D or Design Center.

If your investment exceeds 1 billion TL or is outside manufacturing (e.g. tourism, energy), the TSP route may also be considered. On this route, the loan can reach up to 70% of the investment and the maturity can extend to 10 years. We confirm which route fits in the preliminary analysis.

## Terms at a glance

Two routes, one program. The basic terms of the ÖFB and TSP routes as of October 2026:

| Term | ÖFB route | TSP route |
| --- | --- | --- |
| Who it is for | Incentive-certified investments in manufacturing | Investments in the strategic product, technology area and critical raw material lists |
| Minimum investment | 100 million TL | 1 billion TL |
| Certificate | ÖFB (direct, or Annex-6 score of at least 50) | TSP (score of at least 70) |
| Loan amount | Up to 50% of the investment, at most 1 billion TL | Up to 70% of the investment, at most 5 billion TL per project |
| Maturity | Up to 5 years | Up to 10 years |
| Principal grace period | Up to 1 year | Up to 2 years |
| Equity contribution | At least 20% of the investment | At least 20% of the investment |
| Interest | Policy rate × 0.7 (floor 10%, cap 30%) | Same base formula; discounts apply depending on the TSP score and other conditions |
| Bank margin | At most +1 point (+2 points for SMEs) | Same |
| Currency | TL | TL |

- For an ÖFB loan, the interest or profit share support in the incentive certificate is not applied separately. We compare which is more advantageous using your own figures.
- The purchase of land and buildings is not financed.
- The loan is deposited into a blocked account and paid directly to the supplier against invoices.
- At least 10% must be used within 6 months after allocation, and the whole amount within 3 years.
- If more than half of the investment is already completed, the amount, maturity and grace period are shortened on the ÖFB route.
- Interest is tied to the CBRT policy rate; we calculate the exact rate together based on the current Monetary Policy Committee decision.

## How we proceed

YTAK is a two-gate process: first the Ministry, then the bank. We run the two not separately but as a single plan.

1. **We listen**: We listen to your investment plan, your incentive certificate, your spending schedule and your financing need. In the first meeting, we separate what you need from what is possible.
2. **We screen**: ÖFB, TSP, or the interest support in the incentive certificate? We choose the realistic route with an Annex-6 score simulation and a cost comparison. If you are not eligible, we say so openly in the first meeting.
3. **We write**: We prepare the ÖFB application on the Ministry portal and the scoring evidence (YMM report, export data, OSB and R&D documents). Then we complete the loan file the bank expects, the feasibility study and the cash flow projection.
4. **We carry out**: Preparation for bank meetings, the drawdown schedule, tranche and invoice processes, the social security and tax documents before each tranche, and finally the closing of the investment commitment. We follow the process through to closing.

The Ministry's and the banks' review times are not tied to a public timetable. We plan the schedule together according to your file.

## Why Arslanlı?

- **Incentive certificate and loan file in one place**: The prerequisite for ÖFB is the incentive certificate, and the next step is the bank file. We handle the investment incentive certificate, investment consulting and investment loan files together.
- **The real picture first**: If you are not eligible for a program, we tell you in the first meeting. We offer a realistic roadmap, not a promise of approval.
- **Comparison with numbers**: An ÖFB loan and the interest support in the incentive certificate cannot be used together. We calculate which is more advantageous using your own figures.
- **Faithful to the timeline**: We plan dates in advance, such as the 2-year loan application period after ÖFB, the usage requirement in the first 6 months and the closing documents.
- **We track the regulation**: The YTAK instruction has changed more than 10 times since 2024. We tell you about the changes that affect you in good time.
- **Your information stays with us**: The financial and technical data you share is used only for your file.

## Frequently asked questions

### Do you provide the loan yourselves?

No. YTAK is a loan extended through intermediary banks with CBRT funding. The intermediary bank and the CBRT make the credit decision. We are an independent consultancy; we prepare your application the way these institutions expect and manage the process.

### What is the Priority Financing Certificate (ÖFB)?

It is a certificate issued by the Ministry of Industry and Technology for investments that hold an incentive certificate for manufacturing and have an investment amount of 100 million TL or more. An investor who receives an ÖFB can apply to an intermediary bank for a YTAK loan. The credit decision still belongs to the intermediary bank and the CBRT.

### Who receives the ÖFB directly, and who is scored?

Investments with project-based state aid, the Türkiye Century Development Move or a strategic investment certificate receive it directly. Other manufacturing investments must score at least 50 points in the Annex-6 scoring table.

### What is the interest rate?

For an ÖFB loan, interest is set by the formula CBRT policy rate × 0.7. The floor is 10% and the cap is 30%. The bank may add at most 1 point (2 points for SMEs). We calculate the exact rate based on the current Monetary Policy Committee decision.

### Can I use it together with the interest support in my incentive certificate?

For a loan used under the ÖFB, the interest or profit share support in the incentive certificate cannot be used in addition. We compare which is more advantageous using your own figures.

### I do not have an incentive certificate. Can I still apply?

The ÖFB route requires an incentive certificate for manufacturing. If you do not have one, we first look at the incentive certificate process, which is one of our service areas.

### My investment is outside manufacturing (tourism, energy, services). What can I do?

The ÖFB route is only for manufacturing. Non-manufacturing investments can be considered under the TSP route if they are 1 billion TL or more and are on the relevant lists. If not, we look together at other investment financing options.

### Which expenses are financed?

Investment expenses such as machinery, equipment and facilities. The purchase of land and buildings is not financed. On the ÖFB route, invoices dated up to 3 months before the first drawdown are accepted. The loan is deposited into a blocked account and paid directly to the supplier.

### How long does the process take?

There is no public timetable for the review times of the Ministry, the bank and the CBRT. The duration depends on the preparation of the file, the scoring evidence and the bank's credit analysis. In the preliminary meeting, we work out a realistic timeline for your file.
